Heart Gold and Soul Silver: Legendary Pokemon
Below is a list of where all legendary Pokemon can be found and how to catch them. Most of the legendary Pokemon are easy to find, the only exceptions being Raikou and Entei because their locations change often.

Stationary Legendary Pokemon:
Lugia
Lugia
Soul Silver: Lv. 45
Heart Gold: Lv. 70
Lugia is located in the Whirl Islands. You need the Silver Wing in order to reach Lugia. In Soul Silver you get the Silver Wing after defeating all of the Kimono Girls. In Heart Gold you get the Silver Wing by talking to a man in Pewter City.

Ho-Oh

Heart Gold: Lv. 45
Soul Silver: Lv. 70
Ho-Oh is located at the top of Bell Tower. You need the Rainbow Wing in order to reach Ho-Oh. In Heart Gold you get the Rainbow Wing after defeating all of the Kimono Girls. In Soul Silver you get the Rainbow Wing by talking to a man in Pewtwer City.

Articuno

Articuno is located in the Seafoam Islands after you have earned all 16 badges. When you first enter Seafoam Island you can either use the first ladder to enter Blaine's gym, or you can go down the stairs to find Articuno.

Zapdos

Zapdos is found in front of the Power Plant (Route 10) after you have earned all 16 badges.

Moltres

Moltres is found in Mt Silver. When you enter Mt. Silver you can either use Rock Climb to head towards Pokemon Trainer Red, or you can use Surf to head towards Moltres.

Mewtwo
Mewtwo
Lv. 70
Mewtwo is found in Cerulean Cave. You must have all 16 badges in order to enter Cerulean Cave.

Suicune

Lv. 40
You will be chasing Suicune around Johto and Kanto through the whole game. Here is the list of areas you will see him before the final encounter in Route 25 where you interrupt Misty's date: North of Cianwood, Mt Mortar Entrance (Route 42), Vermilion City, and Route 14 (by the windmills). Remember, the place where you finally battle Suicune is Route 25. If you don't catch it there, it will reappear in the Burnt Tower after you beat the Elite Four.

There are a few things you need to do before getting one of these two Pokemon. First, you need to beat Red. Then you need to get a Kanto Starter from Professor Oak. After that, you can get Blue or Red Orb from Mr. Pokemon in Route 30. Now with the orb, head to Route 47 and find a cave. Inside that cave you will find either Kyogre or Groudon.

In order to get Rayquaza you must have both Kyogre and Groudon, and then show them to Professor Oak in order to get the Jade Orb. Once you have the Jade Orb you can go to the cave in Route 47 to battle Rayquaza.


Roaming Legendaries:

Raikou is roaming around Johto after it flees from you in the Burnt Tower. You will randomly encounter Raikou anywhere in Johto. You can use your PokeGear map to track Raikou.

Entei

Entei is roaming around Johto after it flees from you in the Burnt Tower. You will randomly encounter Entei anywhere in Johto. You can use your PokeGear map to track Entei.

Latias

Soul Silver Exclusive
Visit the Pokemon Fan Club in the northwest corner of Vermillion and when you exit Steven from Ruby and Sapphire will tell you either Latios or Latias in roaming the region. Now you can use your PokeGear map to track Latias or Latios.
