Dark Mind is a great attack also. You do 30 damage to the defending Pokemon, and 10 to a benched Pokemon of your choice. You can easily take down Baby Pokemon while taking out the defending Pokemon.
Retreat isn't the best especially since if you have Hypno in your deck, you will most likely not have DCE in it. 90 HP is great for a Stage 1 also.
Combos:
You could try to prevent your opponent from getting any energy with Prophecy. But if they do happen to get some, you can ER/SER it away.
Also Greatly comboed with Murkrow. Also RSA/Lass.

He can take out benched Pokemon, and prevent your opponent from getting what they like!

Hmmm...he isn't the best out there, but you could make him work. Might be to slow for this format.

This is probably the most-overlooked Psychic card ever released, as to its' true potential. The ability to not only predict, but also alter, what the opponent draws is a tremendous advantage. Cleffa/Lass currently rules Standard; the only way the opponent can get back on his or her feet is by topdecking a good draw card. With Prophecy, you can prevent this from happening; it's probably the last true trap combo that still works.
Cards like Rocket Sneak Attack assure that your opponent doesn't keep any Trainers he or she draws, and Team Rocket's Trap can be good if you're feeling lucky. The best part about this, however, is Hypno can also be used to hunt benched critters; the bench damage from Dark Mind is just enough to combo with Murkrow for easy kills on your opponent's Baby Pokémon. The CC Retreat cost is a little harsh, but the weakness is no problem. Not many people play Psychic any more, and when they do, it's the Movie Promo Mewtwo; even that isn't a threat, with Hypno's 90 HP.
