Why play him?
You would play him because he is the fastest card in the environment nowadays. With the ability to do 70 on the third turn it no wonder why. 'How do you do that?' some people might say (newbie's). Well, with the help of Misty's Wrath, Oak, and Computer search to get electric in your discard pile. Now we come to the damage to yourself, there are many ways to take care of that such as Berry, Defender, and the most popular Gold Berry and Metal Energy.

With all of the card drawing won't you deck yourself?
Not if you use it right but if you know you will deck yourself then add Nighly and Time Capsule. And sometimes you will even win by that time:). The other way is to use Cleffa, Cleffa is quite a good pokemon and I might do him in my next card of the week.

Now let's rate him.
With the turn 3 70 damage that is amasing and with Gold Berry this bird is almost unstopable. Also with electabuzz with him this pokemon is almost unbeatable. overall I would rate this card a 9.0 out of ten
